Responsibilities :

  • Lead Government Affairs strategy on the Taiwan Management Team, and develop Amgen’s long-term government affairs vision for the region.
  • Support development and implementation of country Government Affairs Plans to optimize and defend market access, shape policy environment, and position Amgen as the government’s biotech partner of choice.
  • Collaborate with Value Access and Policy team to ensure the government affairs strategy supports the access and reimbursement plans for Amgen’s products
  • Ensure that advocacy relations activities necessary to support policy & government affairs strategies are identified and captured in the advocacy relations strategy plan.
  • Develop coordinated strategy with Regulatory and R&D Policy team and JAPAC Quality Policy team on policy and advocacy efforts to shape biologics and biosimilar regulatory issues, build Amgen’s reputation, and raise awareness about Amgen’s biotech innovation.
  • Partner with Amgen’s Washington D.C. International Government Affairs Team to leverage US Government, US Congress, Foreign Diplomatic Corporations, and business network to advance policy issues and mitigate government actions which negatively impact Amgen business in Taiwan.
  • Partner with the Global Center of Excellence for Value & Health Policy to leverage Amgen ex-US policy priorities and positions, and develop policy training, toolkits, and messaging for staff in market.
  • Actively participate in forums to shape industry strategy.
  • Coordinate trips, meetings, and briefing materials with government officials, including BIO International Convention, for JAPAC Regional General Manager.
  • Coordinate, develop and drive Advocacy Relations strategy and planning across therapy areasEnsuring consistency within local strategy and activities across disease states.

  • Develop and drive advocacy strategies across teams and therapy areas as it relates to new patient and professional trends, including but not limited to e-
  • business channel communication, digital / mobile technology and social media.

  • Create training and support tools for building advocacy capabilities in the affiliate
  • Assess and challenge opportunities through the filter of “improving patient outcomesâ€
  • Serve as an internal resource and identify opportunities to maximize disease awareness, and coordinate across functions around key areas of concern, such as access to therapies for patients
  • Accountability for and oversight of the local advocacy relations budget
  • Work with internal partners to ensure all work products meet Amgen legal, regulatory, and compliance standards
  • Basic Qualifications :

  • Master’s degree & 7 years of related experience, OR
  • Bachelor’s degree & 9 years of related experience
  • Preferred Qualifications and Competencies :

  • More than 5 years of experience in biopharmaceutical sector and in government affairs or advocacy relations. Competence or familiarity with policy issues relating to HTA / reimbursement and Biosimilars is a significant advantage.
  • Working knowledge (regulatory, reimbursement, healthcare systems) of Taiwan healthcare markets
  • Previous experience as relationship manager for professional medical associations and / or patient advocacy groups
  • Demonstrated reputation internally and externally as a well-respected, dynamic team player
  • Proven ability to develop a comprehensive government affairs vision and strategic plan for an organization or company and then execute to deliver results, driving positive change for entity.
  • Visionary leader capable of helping develop and implement sophisticated access and regulatory strategies with policy strategies for the dynamic biopharmaceutical industry
  • Skilled at working with business leaders to determine how the government affairs function can promote business objectives.
  • Creative and independent thinker who can develop and persuasively articulate public policy ideas and solutions that may be different from the prevailing or conventional view.
  • Outstanding ability to build relationships and use influence effectively in a variety of settings, both within the company and with external constituencies, including public officials, trade associations and other relevant parties.
  • Experience working with patient groups for education and advocacy; ability to collaborate with medical colleagues to execute advocacy plans to support patient access
  • Understands how to engage and mobilize patient advocacy groups to take appropriate action in support of specific issues, such as access, and to support Amgen and the biopharmaceutical industry overall.
  • Sensitivity to diverse groups of people both internal and external with the ability to manage many different opinions and perspectives, including tolerance for ambiguity.
  • Ability to assimilate complex medical knowledge and communicate to non-medical audiences.
  • Outstanding communication skills and the ability to convey in a clear and compelling manner important messages to different parties with different interests.
  • Skilled at advocacy, influence and persuasion : able to convince others to act on information or recommendations based on compelling logic or common best interests
  • Possesses unquestionable integrity and a sense of confidence, balanced with humility and sense of humor.
