HR Manager in Alstom Taiwan who ill take a leadership role in the management and control of all human resources functions and responsibilities on a large and multiple projects and will act as a strategic and operational HR partner to the business & project management team.
His / her role is to identify, analyze and anticipate HR business needs in order to provide practical and budget framed solutions in line with the business & project objectives and strategy.
The function primarily involves deployment of broad HR strategy and programs in line with business priorities within Alstom Organization for the project.
This includes introducing and administering assigned programs, advising employees and managers regarding related procedures and policies, and ensuring appropriate and effective implementation.
This role performs a variety of complex HR duties, act as reference point to line colleagues and suggest measures to improve operations and internal HR customer service.

In this position, you will
reports h ierarchically to HRBP East Asia, functionally to Managing Director Taiwan.
We expect you to take lead in following responsbilities :
Able to interpret and anticipate the project requirements and goals into human performance capabilities needed to achieve results and budget goals will be critical
Demonstrate analytical capabilities and influence management team with data-driven recommendations
Drive organization design, workforce planning, sourcing & staffing (including the support on hands-on recruitment process)
Oversee and supervise the mobilization & demobilization activities in line with the business needs and effectively control the flow and smooth transition of new staff
Recruitment Secure key talent, identify the resources via online tools like LinkedIn & HRIS system, development & retention of key talent.
Continuously develop and maintain a succession plan partnering with business and project
Manage People development (identify competencies gaps, set up development plans)
Support Project Leaders with industrial relations
Organize communication processes towards Alstom employees
Ensure the accuracy and liability of compensations & benefits
Implement corporate policies and guidelines locally.
A true hands-on approach as well as the ability to successfully monitor the "pulse" of the employees to ensure a high level of employee engagement
Align HR policies between the Project Partners
Ensure the accuracy on HR reporting & data
Provide the Consortium Project Director with various strategic planning activities such as Alstom manpower cost analysis, budget forecasts, etc.
In charge of producing accurate monthly HR reports depicting various KPIs on overall Alstom HR activities in order to produce : Customer monthly report, Consortium Management Committee reports, Financial Review, etc
Ensure Human Resource processes are consistently applied by all Alstom Managers / Supervisors and understood by all employees
Internal control Drive & control all HR internal control action points by ensuring communication, knowledge and conformance within department.
Assist the HR Management with regular HR internal audits & controls for both processes and documents. Help to maintain updated records on SAFIR for Alstom in line with directives.
Facilitate and execute Alstom employee communications on various human resource and administrative topics and provide variety of specific services, advice and guidance to managers and other employees as required.
Work closely with HR Managment in updating key people policies, procedures and process in line with e-Book and Delegation of Authority.
In charge of executing the Induction program for the new employees.
Supervise the administration and execution of monthly payroll of the employees
We expect you to be equipped with :
University Degree and relevant industry experience in Human Resource Management.
5-8 years’ experience in Human Resources Generalist in industrial multinational company
Good knowledge of key HR operations, process and practices (recruitment, performance management, compensation & benefits, talent management, job grading, organisation development) in matrix organisations.
Working knowledge and understanding of Taiwanese labor law
Ability to lead and coordinate activities, analyze and resolve complex issues and communicate effectively with various levels of staff
Languages : English / Mandarin must, French will be a plus
