Project Manager Civil

Role Summary / Purpose The Project Manager, Civil will be responsible for leading all project management issues on the civil work scope and manage civil construction team with task allocation and delegation of authority to ensure project objectives -

in terms of work scope, budget, time schedule, quality and EHS - are met. Represent civil project towards site and line management and engaged subcontractors at site.

Interface with all involved stack holders for the benefit of the project success. Essential Function

Operational Takes ownership on :

  • Definition of the civil construction scope
  • Preparation of civil principal quantity take-off
  • The interface management of master time schedule (MTS)
  • The elaboration and necessary revision of the civil site time schedule (STS) based on design to construction sequence
  • Progress monitoring and assessment of time to complete (TPI)
  • Root cause analysis of all non-budgeted costs
  • The day-to-day healthy, safe and environmental-friendly operation of site civil & building construction activities by demonstrating personal commitment and leadership towards EHS
  • Ultimately responsible to the Site Manager for ensuring that all activities are carried out in accordance with the site EHS plan requirements and specifically defined safe systems of work in order to safely put people at work
  • Act upon any deviation observed and stop concerned activity in case of a high-risk deviation for further consideration by the relevant parties
  • Gives support to :

  • Definition of the civil engineering scope
  • Clarification of the civil technical specifications / building works finishes
  • Civil turnover packages (CTO) definition
  • Civil bill of quantities (e.g. item definition, measurement rules)
  • The elaboration and necessary revising of the civil procurement schedule (CPS)
  • The elaboration and necessary revising of the civil specialized structure schedules (esp. temp. structure)
  • Civil cost controlling and forecast to complete (CPI)
  • Checking of compliance of design with scope and quality requirements
  • Checking of compliance of construction with scope and quality requirements
  • Support the Site Quality Representative in establishing the Quality Management System with subcontracting Company
  • Support resolution of quality issue jeopardizing the work execution success
  • Technical execution expertise for a specific subject (soil condition / soil improvement, concrete works, steel structure, finishing works, roads and landscaping, specialized structures)
  • TENDER Takes ownership on :

  • Accountability for the civil TKSI projects
  • Clarification of the civil project scope statement
  • Civil project strategy development and updating
  • Interface management of tender time schedule (TTS)
  • Gives support to

  • Definition of the Civil Technical Scope (DOW, design scope)
  • Managerial (Budget / Administration / People) Gives support to :

  • Management of delegation and administration of personnel
  • Establishing the design progress reporting
  • Establishing the execution progress reporting
  • Organizing design meetings (kick-off, weekly, monthly internal and external)
  • Organizing execution meetings (kick-off, weekly, monthly internal and external)
  • Preparation of commercial contractual conditions of subcontracts
  • Preparation of technical conditions of subcontracts
  • Preparation of subcontracts’ BOQ
  • Evaluation, negotiation and award recommendation of civil subcontractors
  • Civil contracts administration
  • Civil contracts close out
  • Claims management (including legal aspects)
  • Market assessment and contractors prequalification
  • Takes ownership on :

  • Accountability for the civil TKSI project
  • Clarification of the civil project scope statement
  • Civil project strategy development and updating
  • Civil change management
  • Personnel planning and management based on civil STS (PRM / P6)
  • Elaboration of project organization chart with correct functions (incl. procurement team)
  • Setting and reviewing tasks & objectives for this subordinates
  • Definition of the civil communication plan (information flow and document distribution)
  • Establishing the design progress reporting
  • Organizing project meetings (kick-off, team, monthly, etc.)
  • Elaborating risk assessment and rating
  • Elaborating risk mitigation plan and follow-up of the same
  • TENDER Gives support to :

  • Organizing project meetings (kick-off, team, monthly, etc.)
  • Organizing design meetings (kick-off, weekly, monthly internal and external)
  • Evaluation, negotiation and award recommendation of civil subcontracts
  • Takes ownership on

  • Elaborating risk assessment and rating
  • Elaborating risk mitigation plan and follow-up of the same
  • Specific Functional / Technical authority (besides DoA)

  • Define organizational structure for civil project team
  • Manages civil project team members
  • Represent civil project scope with full accountability
  • Define any measure needed to make related projects comply with cost, time and quality targets
  • Qualifications / Requirements

  • Bachelor’s degree preferred in Civil Engineering or equivalent experience in project management with demonstrated work experience
  • Strong customer orientation and willingness to promote customer interests
  • Strong, proven leadership capabilities in project management
  • Fluent English language skills (written and oral) with the ability to communicate and work effectively
  • Strong computer and MS Office skills (especially Excel and PowerPoint)
  • Credibility and influencing skills and the ability to build relationships and influence stakeholders to become supporters
  • Experience in managing projects with multiple stakeholders through to successful completion within time constraints
  • Ability to work under pressure and within tight deadlines
  • Proven ability to work efficiently without direct supervision. Self-motivated with demonstrated ability to motivate others to achieve results in complex situations
  • Able to implement and influence metrics
  • A procedure mindset and ability to implement procedures and monitor compliance
  • Strong analytical and quantitative skills with excellent critical thinking ability.
  • Strong interpersonal and leadership skills, yet with a practical approach
  • Desired Characteristics

  • Experience in managing and developing multi-discipline teams, preferably with international reach across multiple service types
  • Knowledge of one or more : Gas turbine, Steam turbine, Generator, Boiler, Nuclear, or Wind Turbine service
