The Country Medical Affairs Director manages the Medical Affairs department of a country.
The position reports solid line to the Regional Medical Affairs Lead.
The MA Director is an integral part of the country LT and interfaces closely with his / her colleagues from the management team as well as other Medical functions
The Medical Affairs Director will manage the country Medical Affairs team to develop and execute on Medical Affairs tactics in support of MSD’s objectives.
He / she will steer the evolution of the local medical organization, building on existing strengths while identifying key areas for improvement and implementing plans to address them.
He / she will be a proactive and contributing leader of the Country Leadership Team and nurture cross-functional partners’ trust in his / her and the Medical Affairs team.
As a key leader in the country as well as a Medical Affairs professional, he / she will pay exquisite attention to compliance and quality.
He / She will hire and develop a Medical Affairs team distinguished internally and externally for its strategic foresight, medical expertise, business acumen, and collaborative spirit.
Core Responsibilities :
1) The Patient : When reviewing, planning or participating in MSD activities :
Consider always first the well being of patients
Ensure patients being treated with dignity
Ensure patient’s rights to consent and privacy of their condition are respected
Ensure patients are receiving appropriate care
Consider the well being of society on matters of healthcare
Take all reasonable steps to prevent harm to patients (First do no harm)
2) Country Management & Business Leadership :
Personally and with the Medical Affairs team contribute insights about the patient journey and the healthcare landscape (payer / HCPs) to inform affiliate and global MSD strategy including in areas beyond Medical Affairs including clinical and health outcomes research, Policy, safety, issues management, Pharmaceutical Industry activities, HTA, Reimbursement and Market Access
Contribute to MSD’s local reputation by nurturing respectful and trustworthy relations with external stakeholders (i.e.
scientific leaders, policy makers) and representing the Company locally as needed in the media or public forums
Contribute to and be a valued co-strategist on cross-functional meetings
Lead Annual Med Affairs & Long Range Planning for the country
Develop Medical Goals and Strategies that address the value proposition and translate these Goals and Strategies into research, data analysis, scientific communication, educational, and other tactics and solutions that improve patient outcomes and enhance access
Translate global medical affairs strategies and tactical plans to the affiliate’ s realities and life-cycle stage
Refine the global Clinical and Value Evidence Communication Platform to effectively address local information needs
Oversee the Medical Services to provide accurate, comprehensive, medically relevant information
Manage and monitor the execution of a broad portfolio of Medical Affairs tactics, across therapeutic areas for assets at various stages of the lifecycle
Manage on-time / on-budget execution of Tactical Plan
Adapt affiliate budget to corporate and GHH financial objectives
Lead efforts resulting in increased operating and resourcing efficiencies in affiliates
Communicate on the medical team’s accomplishments and achievements to internal stakeholders.
3) Talent Management & Development :
Hire Medical Affairs professionals with deep and scientific therapeutic area expertise, business acumen and strategic mindset.
Lead talent review process and demonstrate follow through on Development Plans for Key Talent
Create action plans to ensure healthy succession pools for leadership positions within GMA
Develop, implement and continuously improve affiliate medical affairs on-boarding and training
Manage talent across variety of cultures, languages and backgrounds
Manage employees with a variety of performance records and capabilities
Ensure development of people managers to manage teams
Serve as a mentor
Work with HR to ensure adequate rewards and recognition, and compensation and benefits of medical team
4) Country Medical cross functional Management :
Successfully collaborate with the Country LT, Regulatory, Pharmacovigilance, Reputational i.e. Public Relations, Legal, Compliance and other risk issues in the affiliate
Lead Country Medical Governance Council ensuring that functional (Clinical, Regulatory, Safety and Medical Affairs) collaborate on planning and execution of clinical activities with an emphasis on the external stakeholder, company reputation, and compliance.
Collaborate in the successful management of safety or quality issues i.e. contribute content and strategy in regulatory responses and interactions, risk management planning and implementation
Manage successfully ethical issues in the affiliates in a manner that satisfies societal needs and MSD’s standards
Oversee the LDG strategy and the local implementation of non-interventional studies and support ISPs as appropriate , as well as medical publication according to company policies and SOPs, local regulations
Be an effective partner in the Promotional Review process and understand fundamentals of promotional regulations
Comply and manage staff to comply with internal policies and external medical affairs related industry regulations
Participate in and contribute significantly to internal policy and external trade or regulatory working teams on matters that impact the affiliate
Manage DPOC responsibilities in the affiliates
Model and Manage for inclusive and collaborative leadership cross-functionally in day-to-day work
5) Scientific / Technical Leadership
Communicates both scientific and business needs credibly and effectively across a variety of internal and external stakeholders
Provide technical / strategic expertise for local data generation proposals ensuring these are scientifically solid and strategically aligned.
Demonstrate impact on the trust and value to external scientific community through peer-to-peer interactions, research and educational collaborations, publications or other
Manage effective Scientific Communication throughout the affiliate including responses to HCP information request (PIR)
Provide scientific input where subject matter expertise is required internally and externally
Participate in and contribute significantly to internal or external trade, professional organizations, academic or regulatory working teams
Minimum Education and Experience Requirements :
The Medical Director position requires a Medical Degree, along with significant experience in Medical Affairs (min. 7-10 years).
Specialty clinical training (ie a residency + / - fellowship preferred
Experience in related medical functions such as Clinical Research, Health Outcomes research, Regulatory Affairs, Pharmacovigilance
Experience in develoiping Medical Affairs Strategic Plans that address an asset’s / product’s clinical and value evidence.
Medical talent management and development experience
Demonstrated ability to interact effectively and with credibility with medical opinion leaders and regulatory / reimbursement agencies.
He / she should also have the ability to manage and influence effectively in a matrix organization and be able to communicate in Mandarin and English at a very high level.
Proven ability to effectively communicate information to both lay and scientific audiences.
Strong prioritization skills and ability to understand how decisions fit into the broader context of corporate strategies
