工作目的

  • 主持資料管理會議DataGovernance Forum (DGF) 以討論並管理資料品質相關議題
  • 協助資訊長全面有效且主動的管理所有與資料品質與管理相關議題
  • 支援並與集團合作營運其發起或倡導的資料管理相關策略或提案
  • 協助實踐經DGF決議之資料品質修正方案
  • 確保本行資料管理完全符合法人團體的法定條款 法規 法律 準則以及行業慣例
  • 支撐並協助本行按照企業風險管理框架EnterpriseRisk Management Framework ( ERMF ) 中規定的業務策略 標準 藍圖發展
  • 資料管理

  • 蒐集並準備DGF會議議題與資料
  • 協助實踐經DGF決議之資料品質修正方案
  • 協助本行同仁理解資料管理並監督資料管理的持續性與品質
  • 傳達資料管理目標並確保其適當的合規性及風險意識文化
  • 與高級管理層進行互動 以傳達數據質量問題的發現並提出補救建議
  • 進行監督與主管機關相關的專案與查核工作
  • 促進本行參考資料之資料管理
  • 來自本行其他部分的資料下游使用者之需求

  • 對於下游系統 / 流程使用的每個資料屬性
  • o指示所需資料的最佳 黃金 來源

    o提供資料的含義及適當用法與解釋

    o解釋資料的來源及其經歷的轉化

  • 評估資料品質 完整性 準確性 一致性 及時性 頻率
  • 了解本行資料擁有者及已實施的品質控管之方式
  • 協助透過政策框架 向上反映窗口及管理論壇(DGF)闡明角色與職責並解決有關上游系統的資料品質問題
  • 對所需的行動提供指導與協助
  • 在特定情況下親自動手管理資料品質

  • 協助管理全行參考資料的 黃金 來源 包含負責調查資料品質的問題並協調解決問題方案 通常是在全行廣泛使用但沒有單一擁有者的資料
  • 維持本行所有其他黃金資料來源的監督 包含特定單位所持有對其他單位所提供的特定資料類型的系統與流程
  • 提供資料管理框架

  • 主持資料管理論壇 以評估上游變更對下游資料需求的影響 以實施上述內容並在必要時向上呈報
  • 在涉及資料品質 / 資料管理問題時 作為主管機關的第一聯絡人 特定業務或單位除外
  • 所需技能和知識

  • 能夠解釋與資料管理相關的法規 / 法律 並能夠與各層級的同仁進行有效溝通
  • 對於科技或資訊系統 資料庫架構 作業系統 網絡與程式撰寫有一般的知識
  • 對資料修復計畫與其支援文件撰寫有實作經驗與知識
  • 擁有優秀的組織力 展示能力 專案管理 解決問題與衝突的能力
  • 能有效的利用英語 文溝通 包含聽說讀寫
  • Data Governance

  • To collect and prepare meeting pack of DGF.
  • To implement and follow up resolutions maded by DGF.
  • To provide oversight to deliver consistency and quality in governance work across organization.
  • To communicate governance objectives to ensure appropriate compliance and risk aware culture
  • To interact with senior management to convey data quality issues and findings and to make recommendations for remediation
  • To oversee regulatory related project / audits as assigned
  • To facilitate data management of reference data for the bank
  • Downstream consumer of data from other parts of the bank

  • For each data attribute used by the downstream system / processGuidance on the best ( golden ) source in the bank for the attribute requiredMeaning and appropriate usage / interpretation of the attribute Lineage’ of the attribute (where does it come from, what transformations does it undergo)
  • Assessment of data quality (completeness, accuracy, consistency, timeliness, frequency)
  • Information on who owns the attribute in the bank and what quality controls are in place
  • Policy framework, escalation point and governance forum (through DGF) to help clarify roles and responsibilities, and resolve issues around upstream data quality
  • Guidance and assistance on actions needed
  • Manage data quality hands-on’ in selected cases

  • To assist in managing golden sources for bank-wide reference data (including responsibility for investigating quality issues and coordinating efforts to resolve them), typically those that are widely used bank-wide but have no single logical owner
  • To maintain oversight over all other golden sources in the bank, where a particular function owns the systems and processes that provide a particular data type to the rest of the bank
  • Provide a framework for data governance

  • To run governance forums (to assess impact of upstream change on downstream data needs) that enable enforcement of the above and escalations if needed
  • To act as first point of contact for regulators when it comes to questions around data quality / data governance (except where it is specific to a business or function)
  • Our Ideal Candidate

  • Ability to interpret data governance related regulations / laws and communicate effectively to all levels of organization
  • General knowledge of IT systems, databases structure, operating systems, networks, and programming
  • Hands-on knowledge of data remediation plans and supporting documentation
  • Excellent organizational, presentation, project management, problem solving and conflict resolution skills.
  • Ability communicate in English (Read, Write, Speak)
