Job Description and Qualifications
Process Safety is defined as :
The application of engineering principles to the design, construction, operation, and maintenance of plants and equipment, with the objective to reduce or eliminate the potential for release of energy or inventory that could harm workers, the public, or the environment.
The Process Safety Engineer is responsible to provide the process safety scope of supply to the project team while meeting the critical success factors for the project.
The scope generally includes but is not limited to support of the bid phase, scope definition and estimation during the Project Definition phase, supply of most Process Safety engineering deliverables during the execution phase, providing appropriate input, guidance, or information to other engineering and design disciplines as required, and support of the commissioning and startup of the plant as required.
The Process Safety Engineer will be responsible for overseeing the construction site general safety supervision work as well by about 30% of his / her time.
Review and approve the project Safety Review Plan.
Estimate and communicate Process Safety labor requirements for supporting execution of the project to the Project Development Manager / Engineer.
Lead in Hazard Reviews for the Taiwan and Asian (if assigned) projects. These may incorporate preliminary, design, and verification reviews, along with operational readiness inspections as appropriate.
Provide other AP Asian project process safety supports as workload requires.
Review change notifications (FCNs or MOCs) throughout the project life.
Author the Hazard Review report (if assigned) and maintaining the report current throughout the project life.
In-depth technical knowledge of Air Products’ global process safety Standards and requirements.
Interpret national and local Process Safety Regulatory / Code requirements for the region where the plant will be installed and providing guidance to the project team.
Perform process safety deliverables associated with Risk Management Plans and / or local other regulatory compliance requirements.
Perform qualitative risk analyses (hazardous material release modeling) for the project as identified in the Safety Review Plan or by the Hazard Review Team to ensure compliance with Air Products’ Corporate risk targets.
This includes both on-site and off-site risk as applicable.For example, conducting dispersion and thermal radiation calculations to determine safe locations for venting or disposing of hazardous gases.
Perform quantitative analyses of on-site risks (fault tree analysis or QRA) for the project as identified in the Safety Review Plan or by the Hazard Review Team to ensure compliance with Air Products’ Corporate risk targets.
This includes quantifying human reliability probabilities.
Perform quantitative analyses of off-site risks (risk contour profiles or FN curves) for the project as identified in the Safety Review Plan or by the Hazard Review Team to ensure compliance with Corporate third-party risk policy.
Review system P&IDs and other pertinent drawings / safety information (e.g., flow logic charts, alarm and shutdown matrices, Process Safety Information).
Determine Safety Integrity Level (SIL) for importance level 3 instrumented systems, such as toxic and flammable gas monitoring systems (per 2S113).
Provide proof test intervals for importance level 3 instruments on the P&ID.
Review operating procedures (as appropriate).
Review system and facility issues including equipment layout, proximity of exposures, ventilation, electrical classification, vent systems, fire protection, life safety systems, emergency equipment, and alarm management / notification.
Participate in the Site Vulnerability Assessment for the facility.
Lead in Root Cause Analysis and Accident Investigation (as requested) for incidents that occur during the project.
Provide Safety Training for process safety engineering, standards.
Any other functional duties as assigned.
Support other Asia countries (China, Korea, SEA etc.) process safety work depending on the workload situation
Spend about 30% time overseeing the construction site general safety supervision work :
lMake sure the construction safety work process is followed and standard requirement is complied.
lMake sure the contractors safety is well planned and managed.
lMake sure the construction safety report is reported in due time, record is documented properly (BSP, APT, Near Miss, First Aids etc.)
lPlan and organize construction site safety audit and highlight the safety risk to management
lConduct construction safety incident investigation and report out
lWork with Asia construction team on construction safety lesson learned, incident cases sharing and best practice sharing etc.
lLead the monthly safety meeting
lBS / MS in Chemical process, Mechanical Engineering.
lMust instill confidence in customers (internal and external)
lLeading Meetings, Conducting Training
lMust be able to demonstrate technical competence, effective communication skills for Standards, Position Papers, Consequence Reports, Communicating Bad News
lMust be self-motivated and solutions driven, Able to make the big decisions
